Reporting to the President and Chief Executive Officer (CEO) and serving as an active member of the Senior Leadership Team, this position provides executive leadership in developing and executing Queensway Carleton Hospital’s corporate strategies, and is specifically accountable for the planning and performance of medical operations, including resource utilization analysis, resource allocation planning, flow and capacity management, and quality and safety management. Additionally, this senior executive position plays an instrumental role in sponsoring major organizational change initiatives impacting physicians and other stakeholders.

 

RESPONSIBILITIES:   

Strategy and Planning

  • Participate in the development and management of the Hospital's objectives and strategic plan, which includes regular participation in Senior Leadership Team meetings and participation in related activities
  • Develop and implement corporate/department/program policies that are consistent with the strategic plan and the Hospital's mission, vision, and values
  • Offer guidance to the Senior Leadership Team and Chief of Staff (CoS) in developing and maintaining a strategic plan for the Hospital that is sensitive to population health needs and recognizes changes and trends in the delivery of health services

Resource and Fiscal Management

  • Coordinate with Chief of Staff to ensure that appropriate medical human resource plans are developed to support medical operations
  • Ensure hospital services are delivered efficiently within the annual operating plan and compare favourably against appropriate Ontario hospital benchmarks
  • Ensure processes are in place for clinical performance measurement and monitoring against benchmarks for departments, programs, services, and individual providers

Quality and Safety of Medical Care

  • Ensure that the quality of medical care is in accordance with all relevant quality standards and guidelines and that there are best practice methodologies in place to regularly evaluate quality of care and all medical services
  • Achieve targets as outlined in the Balanced Scorecard and Quality Improvement Plan

Medical Advisory Committee (MAC)

  • Attend MAC meetings and other committee meetings as required
  • Report to the MAC on activities of the Hospital including the utilization of resources and quality

Communication

  • Facilitate the inclusion of ideas, issues and comments from across the Hospital and community of innovative trends in the health services industry in corporate and Board decision-making
  • Provide timely information to the MAC so that the committee is knowledgeable regarding both internal and external issues that affect medical care

Qualifications & Experience:

  • Physician (Doctor of Medicine) qualified to practice in the Province of Ontario
  • Fellowship from the Royal College of Physicians and Surgeons of Canada (or equivalent) or membership with the College of Family Physicians of Canada
  • Minimum of five (5) years professional clinical experience and an additional five (5) years senior medical management experience

 

Skills & Competencies:

  • Proven track record of strategy development and action planning skills with the ability to achieve goals and objectives within specified time frames
  • Superior analytical, verbal and written communication skills
  • Excellent organizational skills and ability to adapt to continually changing priorities
  • Demonstrated leadership skills, including collaboration and change sponsorship
  • Excellent interpersonal skills and ability to work effectively with administration, directors / managers, staff, physicians, and the community
  • Solid understanding of program planning and evaluation
  • Commitment to a multi-disciplinary team approach
  • Actively encourage a spirit of co-operation amongst team members

Preferred:

  • Master’s degree in Administration, or a health related discipline, considered an asset
  • Canadian Certified Physician Executive with the Canadian Society of Physician Leaders
