The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking a Health Delegate, Obstetrician / Gynecologist.

The obstetrician works as the team leader, in close partnership with the resident CRC midwife as well as all the partners involved in the project, ICRC or CRC. He/she is responsible of the implementation and monitoring of the objectives defined in the consortium project between the ICRC and the CRC in support to the continuum of care during pregnancy at different level of care in the catchment area of RHUH. He/she will organize the mapping of antenatal and post-natal including family planning services in the catchment area of RHUH and on the number, analyze the use and the quality of those services at facility level. The Delegate will develop a strategy for the elaboration of referral practices and pathways between communities, primary healthcare facilities, and RHUH.

The obstetrician will work in close collaboration with ICRC counterpart in the hospital. He/she reports and updates regularly on advancement of the project.

RESPONSIBILITIES

  • Work in collaboration with the ICRC obstetrician to implement the project; therefore will get acquainted with the different ICRC activities related to maternal and child health in Lebanon.
  • Organize the mapping of PHC facilities in RHUH catchment area.
  • Ensure proper management of information collected and appropriate, relevant reporting.
  • Develops and maintains a network of interlocutors involved in child and maternal health (MoPH, UNFPA, INGOs, PHCs);
  • Provide an analysis of the Ante Natal Care (ANC), Post Natal Care (PNC) and Family Planning (FP) issues in the area of the project ;
  • Provide an analysis of the use, availability and quality of ANC, PNC, FP and referral services at the different levels of care (PHCs and RHUH);
  • Make recommendations for healthcare providers, PHC managers and supporting INGOs for health response in the PHC network and system strengthening
  • Briefs and regularly updates all interlocutors involved in the project (CRC and/or ICRC);
  • Provides written field reports;
  • Provide a final report with a plan of action to support the PHCs in the catchment area of RHUH focusing on referral pathways from the community to the PHC and RHUH, access to antenatal and postnatal care and family planning
  • Understands the three components of the Red Cross/Red Crescent Movement
  • Applies the security rules at all times
  • Respects and observes the staff regulations of the ICRC in Lebanon
  • The employee may be asked to perform professional duties and tasks not covered in this job description as to provide support to other departments when necessary

QUALIFICATIONS

  • Registered OB/Gyn with extensive experience (minimum 5 Years) in OB/Gyn care and up to date knowledge and skills OR
  • General Practitioner with extensive experience (minimum 5 years) in OB/Gyn care
  • Qualifications in public health or health management a strong asset.
  • Good negotiation and diplomatic skills with ability to lead, motivate staff to achieve common objectives
  • Very good English skills both oral and written, Arabic an asset.
  • Flexible and able to work independently and as a part of a team
  • Comfortable with computers, knowledge of Microsoft Office
  • 3 to 5 years' work experience in a similar field.
  • Minimum 2 years of successful work with the ICRC
  • Experience in the planning and implementation of public health assessment, drafting proposals and managing maternity projects
  • Excellent knowledge of the assigned geographic

WORKING CONDITIONS

This is a field based position. Working in countries of operation is very demanding, both physically and psychologically.  Difficult working conditions are expected, including the following:

  • Issues of access and mobility due to the dynamic nature of an emergency situation and proximity to disaster-affected area
  • Ability to meet the physical requirements of an ERU mission, which may include the set up, stocking or packing down of a field hospital, the ability to lift up to 25 kgs, and the ability to stand or travel for long periods of time
  • Long hours of work in a demanding context with limited resources
  • The ability to work in a high risk, fluid and evolving situation may be required, as is the ability to work in stressful and often ambiguous conditions.
  • Basic living conditions that may include intermittent electricity, Internet and other basic services
  • CRCS supports a safe working environment and comfortable accommodation however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.
  • In some contexts  legal frameworks and institutions to enforce the rule of law are largely undeveloped.
  • In some remote areas access to healthcare could be limited or non-existent
  • All CRCS delegates must be cleared by the Travel Health Team with full medical and vaccination clearance.
